Rufus Yerxa
Deputy Director-General, World Trade Organisation
Rufus H. Yerxa has served as Deputy Director General of the World Trade Organization (WTO) since 2002. The WTO is the principal international organization governing world trade.
Mr. Yerxa has an extensive record as a trade negotiator, diplomat and lawyer. He served in the Office of the United States Trade Representative (USTR), first as the Geneva-based Ambassador and subsequently as the Deputy USTR in Washington. Prior to these appointments he was with the U.S. House of Representatives, where he was Staff Director of the Subcommittee on Trade. His private sector experience includes both law practice and a senior corporate role.
Mr. Yerxa received his bachelor's degree from the University of Washington, his law degree from Seattle University and a degree in international law from Cambridge University.
Frank Hoffmeister
Deputy Head of Cabinet, Commissioner de Gucht, European Commission
Frank Hoffmeister was born in Frankfurt in 1969. After undertaking legal studies at Goethe-University of Frankfurt M., the University of Geneva and the University of Heidelberg, he passed the examen of state (Baden-Württemberg) with distinction in 1994. Following this, he worked as an academic researcher for the Max-Planck-Institute for foreign public law and international law, completing a dissertation at University of Heidelberg with a scholarship from the Friedrich Naumann-Foundation in 1998.
After internships at the German Federal Ministry of Justice (Berlin), the German Foreign Office (Singapore) and the European Court of Justice (Luxemburg), Mr Hoffmeister passed the bar examen with distinction in 1998, going on to work as an academic assistant at the Walter Hallstein-Institute for European Constitutional Law Berlin.
Mr Hoffmeister began his career at the European Commission in 2001, in DG Enlargement. After this he worked in the legal service for a number of years, where he was assigned a number of cases before the ECJ, the WTO and the International Centre for the Settlement of Investment Disputes. He has been in his current position as Deputy Head of Cabinet for Trade Commissioner Karel de Gucht since February 2010. Alongside this he lectures part time in International Economic Law at the Vrije Universiteit Brussels
Teresa Presas
Chair, Alliance for a Competitive European Industry
Teresa Presas was born in Portugal in 1952 and has worked in the paper industry since 1982 when she joined Tetra Pak Portugal as Director of Communication and Marketing Services. She later went on to become Director of Communication and Environment for Tetra Pak Europe, Middle East and Africa and then, Vice President of European Affairs for Tetra Pak Europe and Director of Corporate Environmental Affairs for Tetra Pak International. She has been the Managing Director of CEPI since September 2003
Teresa has a degree in psychology from the Instituto de Psicologia Aplicada, Lisbon and in 2008 she was awarded an Honorary Doctorate by the Helsinki University of Technology.

Ambassador Ali Mchumo
Managing Director, Common Fund for Commodities
Ambassador Ali Mchumo, a national of the United Republic of Tanzania, is currently the Managing Director of the Common Fund for Commodities (CFC), an intergovernmental financial institution, based in Amsterdam, The Netherlands. He was a former Deputy Minister for Home Affairs and subsequently Minister of Trade in the Government of Tanzania. In addition, he was ambassador of his country in Mozambique, Japan, the United Kingdom and the United Nations in Geneva. During the latter tenure, Amb. Mchumo served as Chairman of the General Council of WTO and of UNHCR, of the Governing Council of CFC and as President of the Trade Development Board of UNCTAD. Prior to joining the Common Fund, Amb. Mchumo was the Deputy Secretary-General for Finance and Administration in the East African Community in Arusha, Tanzania.
Amb. Mchumo holds a masters degree in Political Economy from the University of London and Bachelor of Laws from the University of East Africa in Dar es Salaam.
Peter Klein
Head of Unit - Industrial Sectors, DG TRADE, European Commission
Mr Peter Klein is currently Head of Unit of Industrial Sectors Unit in the Directorate General for Trade at the European Commission and this since 2007.
The responsibility of the unit covers all aspects related to industrial sectors and the EU Trade Policy. All industrial sectors are concerned from e.g. aeronautics, to automotives, the chemicals, non-ferrous and the steel industry. The unit also determines, follows and coordinates in particular the trade strategy related to access to raw materials.
Peter is a German national, working in the Commission and DG Trade since 1990, with an extensive experience also of the Commission's anti-dumping policy. He holds a commercial engineer degree from Universität Karlsruhe, a masters degree in accounting and finance from the London School of Economics and an MBA from the Katholieke Universiteit Leuven.
Gwenole Cozigou
Director, Chemicals, Metals, Mechanical, Electrical and Construction Industries; Raw materials, DG ENTR, European Commission
Gwenole Cozigou is Director for Chemicals, Metals, Mechanical, Electrical and Construction Industries, Raw Materials, in the European Commission Enterprise and Industry Directorate-General
An economist by training, he is official in the European Commission since 1985 in the fields of Enterprise and Industrial Policy and of External Relations.
A former Deputy-Head of Office of Commissioner Liikanen in charge of enterprise and industrial policy, he has occupied several management positions in services:
- Food Industry and Biotechnology;
- Coordination of the internal market legislation for goods;
- Enterprise and Industrial policy;
- Defence, Aerospace and Maritime Industries.
Since December 2008, in his present function.
Renzo Tomellini
Head of Unit - Added-Value Materials, DG RTD, European Commission
Born in 1960. Graduated in chemistry “cum laude” in Rome in 1986. He worked in Italy as a researcher at the Centro Sviluppo Materiali , a research centre corporate within steel industry. He was also visiting researcher in Germany and France. His further education included management and business administration, leadership, European law and regulations.
His career within the European Commission started in 1991, when he was scientific/technical responsible for ECSC steel research projects. Between 1995 and 1999 he was managing the ECSC-Steel research and technological development programme. In 1999 he became the assistant to the director of “Industrial Technologies” in the Research Directorate-general. Amongst others, he prepared for the provisions to bring to its end the ECSC Treaty and to launch the new research fund for coal and steel (see the Nice Treaty). Meanwhile, since 1999 he promoted initiatives in nanotechnology. Until Summer 2008 he has been Head of the Unit “Nano- and Converging Sciences and Technologies” and chaired the European Commission’s interservice group “Nanosciences and Nanotechnologies”, which he initiated in February 2000. He is currently Head of the Unit “Added-value Materials”.
He deposited 4 patent applications (a new source for atomic spectroscopy and some innovative sensors), published some 50 articles, drafted 4 standards on analysis and measurements, edited 12 books and 2 as co-author, created 2 newsletters and 3 webpages, and realised several films on science and research issues. He gives university courses on knowledge management to post-graduates (masters).
Daniel Caspary MEP
Member, European Parliament
Daniel Caspary was born in 1976 in Karlsruhe, Germany. After serving in the federal German armed forces as first lieutenant in the reserve, he studied Technical economics at the University of Karlsruhhe. Alongside his studies he worked as assistant to the Vice Chairman of the Christian Democratic Parliamentary Group. After graduating in 2002, he went on to work for J.P Morgan in Frankfurt and London, and as an authorised representative of MVV Energy AG, Mannheim.
Mr Caspary was elected to the European Parliament in 2004, and since 2009 has been Coordinator of the EPP Group in the International Trade Committee. Along with his professional career, Mr Caspary has undertaken extensive voluntary work, including as a City councillor of Stutensee, Board member of the European People’s Party and several positions at local and national level in the Christian Democratic Union.
Mogens Peter Carl
Senior Advisor, Kreab Gavin Anderson
Mogens Peter Carl has devoted his over 40 years long career to European and international public policy, having held top positions in the European Commission, the French Government, the World Bank and the OECD among others. Most recently Mogens Peter Carl advised the French Government and Presidency to the EU on environmental and climate change policy. Prior to that he was Director-General in DG Environment of the European Commission. Before moving onto his Environment brief, Mogens Peter Carl spent much of his career in Brussels developing EU trade policy, ultimately serving as Director-General in DG Trade.
Christian Hagelüken
Head of Business Development & Market Research, Precious Metals Refining Unit, Umicore
Dr. Christian Hagelüken heads the department for business development & market research in Umicore’s Precious Metals Refining business unit. Before his present occupation he held various management positions in the precious metals department of Degussa AG.
Christian has 20 years experience in (precious) metals recycling and covers various working fields, from automotive and chemical catalysts to electronic scrap and fuel cell recycling. He represents Umicore in related associations, work groups and university co-operations. Since 2006 Christian is member of the steering committee of the StEP initiative of United Nations University (UNU).
Christian Hagelüken holds university degrees in mining engineering and industrial engineering from RWTH Aachen, Germany, where he also received his Ph.D. in 1991. He published books on "Materials Flow of Platinum Group Metals" and on "Automotive Catalysts" and has made numerous contributions to professional books, journals and conferences on topics related to recycling and sustainable resource management. He is among others a contributor to the UNEP-OECD Resource Panel, and to the Raw Materials Initiative of the European Commission.
Reinhard Bütikofer MEP
Member, European Parliament
Reinhard Bütikofer is a Member of the European Parliament for the German Green Party.
He is a member of the Committee on Industry, Research and Energy, the Subcommittee on Security and Defense and a substitute member of the Committee on Foreign Affairs. He sits on the Delegation for Relations with the United States as well as the Delegation for Relations with the NATO Parliamentary Assembly. He is also a substitute member of the Delegation for Relations with China. Mr. Bütikofer is a vice-chair and the treasurer of his political group, The Greens/European Free Alliance in the European Parliament. Furthermore, he is delegation speaker for the parliamentarians from the German Green Party (Bündnis 90/Die Grünen).
From 2002 until 2008 Mr. Bütikofer was the national party chairman of the German Green Party. He was secretary general from 1998 until 2002. Prior to that he was the state chairman of the Green Party in Baden-Württemberg. He served as a member of the Baden-Württemberg state parliament from 1988 until 1996. His career with the Green Party began when he was elected to the city council of Heidelberg in 1984.
Mr. Bütikofer is a member of the board of the Aspen Institue Berlin, the advisory board of the American Jewish Committee’s Ramer Center in Berlin, the Europe/Transatlantic advisory board of the Heinrich Böll Foundation, the German- Chinese Dialogue Forum, the Nature and Biodiversity Conservation Union (NABU), and the European Green Foundation.
Mr. Bütikofer was born in Mannheim, Germany, in 1953 and grew up in Speyer. In 1969-70 he spent a year in Kenosha, Wisconsin.
Kevin Bradley
President, The Nickel Institute
Dr Bradley is an environmental scientist with more than 25 years experience in environment, regulatory and public policy related positions with a range of public and private organizations at international and national level. He is currently President of the Nickel Institute, the global representative organisation of the nickel industry.
Bogdan Baltazar
Financial Consultant,
Bogdan Baltazar is an independent Financial Consultant. Having a wide experience in finance, Mr. Bogdan Baltazar was the CEO of the Romanian Bank for Development (BRD) Romania – Group Societe Generale, for six years. He was also in charge of coordinating the group for Romania within the EBRD headquarters in London. He wrote many articles on issues related to GATT, IBRD and EBRD, and, more generally, on global economy and the financing of industrial projects. He also participated with studies, analyses and communications regarding the restructuring/privatisation of the banking sector in major finance-banking forums, such as those in Davos and Crans Montana, Frankfurt/Main, Athens, Thessaloniki, Sofia, Vienna, London and Bucharest, as well as the “Invest Romania” Forums organised in London, Toronto, Istanbul and Vienna.
Anthony Cox
Head of Economy and Environment Integration Division, OECD
Anthony Cox currently leads the Environment and Economy Integration Division in the OECD Environment Directorate. He is responsible for managing the OECD work on a wide range of environmental policy issues, including water, eco-innovation, policy instruments and taxes, household behaviour, trade and environment, waste management and recycling, and sustainable materials management. Mr Cox, joined the OECD in 2000, working in the Fisheries Division of the Trade and Agriculture Directorate on a range of issues including fisheries management costs, fisheries subsidies, the political economy of fisheries policy reform, and international fisheries reform.
Prior to joining the OECD, Mr Cox worked as an economist in the Australian Commonwealth Public Service, including positions in the former Industries Assistance Commission (now the Productivity Commission) and the Department of Resources and Energy, and the Australian Bureau of Agricultural and Resource. In 1991-92, he was a Research Fellow in the Minerals Policy Program at the East-West Center in Honolulu, Hawaii.
Raymond Van Ermen

Raymond Van Ermen is Executive Director of European Partners for the Environment (EPE), Board Member of the European Water Partnership and Member of the International Socially Responsible Investment Advisory Committee of BNP-Paribas Investment Partners .
European Partners for the Environment is facilitating the ‘Resource Efficiency Alliance (REA).
The REA made proposals for and an assessment of the resource-efficient Europe Flagship Initiative under the Europe 2020 Strategy as well as the EU Trade 2020 Policy. The REA has hosted laboratories on sustainable material management of the scarce resources value chain.
Judith Merkies MEP
Member, European Parliament
In the past year Judith Merkies organised and participated in several events on raw materials. She initiated a cycle of five expert meetings to be concluded in early 2011. Ms. Merkies has hosted a seminar on raw materials and financial transparency, which she co-organized with Revenue Watch. She also very recently co-hosted a debate on the Japan´s rare earth elements strategy. In addition, she has addressed the topic on raw materials on many occasions in the Committee on Industry, Research and Energy and the Committee on Environment, Public Health and Food Safety as well as during plenary sessions. Most recently, Ms Merkies posed a question to the Commission on the impact assessments on raw materials.
Ms Merkies became a member of the European Parliament following the 2009 elections. Having been elected on a personal vote, Merkies is currently a full member of the Industry, Research and Energy Committee (ITRE), the Petitions Committee (PETI) as well as the delegation for relations with the United States and she is a substitute member on the Environment, Public Health and Food Safety Committee (ENVI) as well as the delegation for relations with the Arabian Peninsula.
Craig Maclachlan
Minister and Deputy Head of Mission , Australian Mission to the European Union
Mr Maclachlan joined the Department in 2002, serving in the Office of the Minister for Foreign Affairs and as a Deputy Head of Mission in Australia's Permanent Mission to the United Nations in Geneva. Before taking up his current post in Brussels, Mr Maclachlan was Assistant Secretary of the International Organisations Branch in Canberra.
Prior to joining the Department, Mr Maclachlan worked in the Department of the Prime Minister and Cabinet, the Australian Federal Police and the Office of National Assessments.
Wulf-Peter Schmidt
Manager, Sustainability, Ford - Vehicle Environmental Engineering
Dr. Wulf-Peter Schmidt joined Ford after receiving his PhD in Environmental Engineering at the Technical University, Berlin in 1997. At Ford he held various positions. Since 2007, he is Manager, Sustainability, responsible for a variety of topics such as CO2 and recycling but also societal aspects of sustainability. Between 2007 and 2010 he has been also an Assistant Professor at RMIT, Melbourne.
John Mair
General Manager, Greenland Minerals
John Mair graduated from the University of Western Australia in 1997 with a Bachelor of Science Degree, with Honours, majoring in geology. He then commenced a career in the minerals industry, working for Placer Dome exploring for gold in Western Australia’s prolific goldfields. John returned to the research world in 2000, commencing a PhD through the University of Western Australia. His research, supported by the United States and Canadian Geological Surveys, focused on the interplay of tectonics, magmatism and minerals deposits in northern cordillera of Alaska and Yukon Canada. John completed his PhD in 2004, and worked as a consultant to the minerals industry in Australia and China. In mid-2005, John accepted the position of
post-doctoral research fellow with the Mineral Deposit Research Unit at the University of British Columbia, Canada. His work focused on the metallogeny of southwest Alaska, and relationship of mantle enrichment and mineral deposits. In-mid 2006 John returned to the minerals industry and joined Vancouver-based Geoinformatics Exploration, which was exploring for base and precious metal deposits in collaboration with Kennecott Exploration (Rio Tinto North America) from Mexico to Alaska. During this period John was responsible for planning and co-coordinating multi-million dollar grassroots exploration programs through remote parts of western Canada and Alaska. John resigned from Geoinformatics in early 2008, and joined Greenland Minerals and Energy Ltd as General Manager.
John has authored and co-authored several papers in leading scientific journals and presented Masters short courses. He is a member of the Australian Institute of Mining and Metallurgy and the Society of Economic Geologists.
