Tackling EU road transport emissions: Electrification as a path to climate neutrality

Achieving the EU's goal of climate neutrality by 2050 is critical, especially by reducing road transport emissions. Aligned with this climate ambition, Regulation (EU) 2019/631 sets the target of achieving zero CO2 emissions for new cars and vans by 2035. Moreover, ambitious targets to drastically reduce CO2 emissions from new trucks will soon be endorsed by EU Institutions.
As reported by the European Environment Agency (EEA) in 2019, road transport contributes to 71.7% of EU greenhouse emissions, with cars at 60.6% and heavy trucks at 27.1%. Despite efforts, GHG emissions from this sector have surged by 33.5% since 1990. To meet climate goals, the transition to electric vehicles (EVs) seems crucial. In 2022, a notable rise in EV registrations was observed, with electric cars representing 21.6% of new car registrations and electric vans at 5.5%.
Embracing an electric vehicle system, applicable to both cars and trucks, is key to maintaining the free movement of goods and people, while safeguarding the environment.
The next Policies and Practices session will focus on:
1. Infrastructure Expansion: The development of an extensive EV charging network is critical to support the free movement of goods and people, enabling transportation fleets to cover cross-border long distances.
2. Policy and Incentives: Examining the impact of government policies and incentives on the rapid growth of electric vehicles, the panel will delve into subsidies/tax measures for electric vehicles and other regulatory measures, as well as educational efforts, to diminish reliance on fossil fuels.
3. Technological Innovation: Discussing alternative fuels to fossil fuels, including biofuels and hydrogen-powered vehicles for the decarbonization of transportation, shall also be a focal point of this session.

Lucie Mattera, Secretary General, ChargeUp Europe
Lucie Mattera is the Secretary General of ChargeUp Europe, the voice of the electric vehicle (EV) charging infrastructure industry. ChargeUp Europe is committed to delivering a seamless charging experience for EV drivers, incentivising investment and creating a consumer-centric, open market model for charging infrastructure in Europe. Lucie has extensive European political and policy experience, having worked in the European Parliament, at cabinet level in the French Ministry for the Economy and Finance and the European Commission, in the cabinet of the President of the European Council and at the U.S. Mission to the EU. She also has leadership experience in trade and green associations in Brussels. She is committed to further shaping the EV charging infrastructure sector and placing it at the heart of the EU’s twin digital and green transition.

Sarah Chadha, Policy & Engagement Manager - EV100 France, Climate Group
Sarah leads Climate Group’s EV100 Campaign for France, a global initiative that brings together forward-looking companies committed to accelerating the transition to electric vehicles worldwide, in order to halve GHG emissions stemming from transport. With a master's degree in international politics, Sarah has 7 years’ experience working within NGOs, International Organisations and Businesses delivering environmental projects around the world. Sarah is responsible for project management and implementation, policy advocacy, and partnerships. Prior to joining Climate Group, she worked for the French Public Administration in Business Development, the European Commission and the Indian environmental NGO GIST.

Yannick Perez, Professor of Energy Economics and Mobility in the Industrial Engineering Lab of CentraleSupélec School of Engineering, University Paris-Saclay
Yannick Perez was born in 1971 and took his master’s degree and PhD in economics at University La Sorbonne in France. He became an assistant professor at Cergy University (2000-2003) and a tenured associate professor of Economics at the University Paris-Sud (From 2003 to 2019). From October 2008 to September 2020, he is the chief economic advisor of the Loyola de Palacio Chair on European Energy Policy at the RSCAS – EUI. Since 2012, he joined and then co-led the Armand Peugeot research chair on Electromobility (ESSEC Business School – CentraleSupélec). Since September 2019, he is a Full Professor of Economics at CentraleSupélec – University Paris Saclay. He is also an Associate Editor of the IEEE Transactions on Energy Markets, Policy and Regulation journal. Since the last 20 years, Yannick Perez has published more than 90 articles and book chapters in Energy related topics including contributions in Applied Energy, Energy Economics, Energy Policy, Ecological Economics and Renewable and Sustainable Energy Review.
