Session 1 – Moving Forward: Policy--making to ensure child safety

The development of policies to ensure the care and welfare of children online is not simple, and involves the consideration of multiple layers of complex issues. From child sexual abuse to digital reputation risks, and online bullying to the accessing of inappropriate content, the different risks which children face raise a diverse range of policy issues, and in order to tackle these risks, a number of multi-layered policies and many initiatives from various stakeholders are currently in co-existence at different levels. What should be considered as good policymaking in child safety, and are current strategies and initiatives being used by policymakers doing enough to help children and young adults protect themselves from the online risks that they are exposed to?

Which member states are leading the way in this area and can strategies be adopted to form EU best practices? In today’s fast moving and complex digital society, how can policymakers ensure that they keep pace with the emergence of new technologies and changes in how ‘digitally native’ young people use these and also in their general online behaviour? What role can research and input direct from young people play in helping to ensure the development of evidence based policymaking based on the measurement of risks and impact assessment?

Session 2 – Equipping children and parents with the digital literacy skills to help keep them safe

Providing the tools and safeguards to protect children when they are online is only part of the solution – it is also vitally important to ensure that both children and their parents have a good understanding of the potential ‘threats’ linked to aspects such as cyberbullying and privacy and data security.

What is currently being done in this area and what are the role and responsibilities of regulators and industry to raise awareness of these threats and enhance digital literacy skills? What schemes, resources and other tools are available to help educate kids from an early age on the risks they may encounter when online, how to spot them and what action to take? How can awareness also be raised in parents/guardians and teachers? As well as educating children to protect themselves as victims, what efforts need to be made to protect young people from themselves in situations where they could be perceived as the aggressor (for example hacking or cyberbullying)? Looking beyond Europe, what strategy is currently being deployed in the developing world, where an increasing number of people are gaining access to the internet via both computers and mobile phones? What can be done to educate and protect children there?

Session 3 – A global strategy to combat child abuse material and inappropriate content

Issues relating to tackling child abuse material online are global and complex: anyone, living anywhere in the world, can generate content which can then be easily accessed, even from the other side of the globe.

What work that is being done both in Europe and on a global level to effectively tackle child abuse material? How effective is the takedown of CAM across member states today, and can this be improved? To what extent can technical detection tools play a part in tackling this problem, and what legal concerns may this raise? What work is currently being done to increase co-operation between industry, hotlines and law enforcement bodies to ensure that child abuse material is removed from the internet quickly and effectively, and are additional measures necessary?

Moving things onto a global level, what can be done within the EU to support and encourage work to increase the speed of detection and effective take-down of CAM in third countries? How close are we to the development of a ‘best practice’ strategy for detection and takedown of CAM across Europe and globally?
