Session 1: Financing CCS - NER300 & the ETS:

Europe has allocated funding for CCS from two main sources. The New Entrance Reserve (NER300) and the European Economic Recovery Plan (EERP). The Emissions Trading Scheme (ETS) which the NER forms part of, was designed to create a market for CO2 allowances that would ensure that the price for polluting was at an high enough level to trigger investments in low-carbon technologies.

Therefore, what will be the implications for CCS if the NER300 is auctioned later than 2013, particularly given the current low prices for ETS allowances? Given the considerable difficulties facing European economies and the requirement for co-financing, will NER300 contracts materialise in all cases? What role should the EIB play and is there an argument for NER funds to be released early with a claw back mechanism for the EIB at a later date? Can the market be relied upon and are adequate signals being provided by the EU and member states?

Session 2: EU & Member State policy tools – Striking the right balance

CCS is not currently mandatory on new-build power plants and with the current weak price-signals in the ETS, what other tools are available, both at a European and national level to ensure CCS development in Europe keeps up with the rest of the world?

Could levies on electricity companies play a role and what would be the impact upon consumers? Could a carbon tax help fund CCS deployment and how could this be structured? Should the Industrial Emissions Directive have excluded CO2 standards and will member states take the initiative and set their own more stringent national requirements?

This session will discuss these issues and explore other opportunities at national level.

Session 3: Global CCS Development – The Current State of Play

Following on from an analysis of where Europe stands following COP15 and the possible policy options that might be available, this session will focus upon the development of CCS globally and provide case studies of best practice, lessons to be learnt and to identify possible avenues for ensuring confidence in the process of knowledge sharing.

Despite much debate, will the global CCS community of stakeholders come together and create a concrete framework for knowledge sharing? How should the community proceed in order to achieve the targets set at COP13?
