Cloud Computing is seen as a strategic tool for the completion of the European digital market but recent revelations about foreign surveillance programmes have led to calls from some for national and regional cloud initiatives. This is therefore a critical time for European policymakers as they seek to ensure Europe benefits from the economic potential of the cloud.

-What are the concrete benefits of harmonising member states' distinct cloud strategies? How can policymakers ensure that a European Cloud would not be held back by political/geographical borders? Is establishing a Single Market for Cloud Computing the only way to achieve the scale of roll out that would unlock its potential?
-How important is the integration of cloud computing in Europe with global cloud networks? How would a “Fortress Europe” scenario impact EU citizens, SMEs and cloud service providers?
- What can be learnt from those already utilising Cloud Computing services?

Session 2 – Trust, Standards and Transparency: Where do European Cloud Computing Services stands?

Recent studies have shown that Europe lags behind its global competitors when it comes to cloud computing adoption, largely, it is argued, because trust in the technology is suffering. Will the work done on data protection rules, standards, codes of best practice, guidelines for Safe and Fair contract terms and SLAs to address issues such as vendor lock-in, access to data and interoperability, be enough to increase trust in Cloud Computing in Europe?

- What will the new data protection rules mean for the future of the European digital single market?
-What has been achieved with regards to certification and standards to ensure the development of a cloud ecosystem in Europe and what challenges remain?
-What is being done to ensure global cooperation when working on standards and certifications and that approaches are interoperable across legal, administrative and political boundaries?
-What impact have the PRISM revelations had on the uptake of Cloud Computing in Europe? To what extent could the strong Data Protection and Security rules proposed in Europe become a competitive advantage and, and could these rules turn Europe into “the world’s trusted cloud region”?
- With regards to authorities access to data, to what extent can a legitimate and transparent legal framework be established to regain consumer’s confidence?
-How can stakeholders continue to work together to find a balance between privacy protection requirements and enabling innovation? Will the data protection regulation continue to fit the technological reality in the future?
- Finally, how can it be ensured that companies and administrations remain educated and informed on the steps necessary to protect themselves through measures such as risk assessment, data encryption, staff training and other security measures?
