Session 2: Strategy and tools for clean transport - where do we want to be by 2020?
The Commission has set ambitious aims to fully meet the energy demands of the transport sector from alternative and sustainable sources by 2050. In order for these targets to be reached, decisions need to be made now on putting in place a rational and technologically neutral strategy, which supports all fuels, and means that by 2020, a framework is in place in order to enable us to move forward.
- What concrete steps need to be taken between now and 2020 to accelerate the movement towards a longer term sustainable strategy of this kind?
- What tools can policymakers use to best ensure a framework that creates a level playing field for all the various alternative fuels and propulsion systems that have proven their technological and market viability and sustainability?
- To what extent can the European Commission’s communication on alternative transport fuels be a driver for progress and is additional legislative action required at EU level?
- In addition to the objective of reducing CO2 emissions, to what extent should other aspects such as security of supply and diversification etc. also be considered as a metric for a sustainable strategy?

Session 3: Developing appropriate standards for alternative fuels and incentives for their uptake
In order to support rapid and broad market introduction of alternative fuels, it is vital that an environment conducive for investment is created which both provides economies of scale and also avoids market distortions. One key element as we move towards this is to ensure that all the main alternative fuels are available EU-wide with harmonised standards. This session will look at how this can be achieved, and look forward to how best these new standardised fuel systems can then be brought to market.
- What existing standards are in place for the various alternative fuels, and where do changes need to be considered?
- What issues exist when developing new standards for various fuels, and what metrics are available to measure these?
- How can the synchronisation of new standards with vehicles be ensured so that fuels actually work with engines?
- Once standards have been developed, what are the best methods to ensure wide public acceptance and to bring these fuels to market?

Session 4: Developing and financing a comprehensive EU roll-out plan for a long-term alternative fuel infrastructure
Different priorities from member states when considering alternative fuel sources has led to a lack of harmonisation and a fragmented infrastructure across the EU, which results in high prices and ultimately affect consumer adoption. This session will look at what can be done at an EU level to develop a harmonized and coordinated fuelling and recharging infrastructure throughout member states, and to secure the funding to put this into place.
- How has the feasibility and economic viability of new infrastructures been assessed so far?
- What challenges and gaps must be tackled in order to support the sustainable development of the EU alternative fuels infrastructure?
- Is legislative action required on alternative fuel infrastructures, or will voluntary action by industry be enough to achieve the required standards?
- Have demonstration projects improved vehicle and infrastructure performance?
- How should policy be aligned with public/private funding and taxation to finance infrastructure development?
- How will it be ensured that vehicle production and infrastructure deployment stays not only environmentally sustainable, but also sustainable in terms of economics and social factors?
