Session 1: Financing the demonstration projects – are the current provisions adequate?

As European and global governments re-adjust their priorities in light of the continuing financial crises, this session will analyse the impact that prolonged austerity will have on the rollout of CCS in Europe. What impact will the early auctioning of carbon allowances to be used in phase 3 of the EU ETS that the EIB launched in December 2011 have on the current low carbon permit price?

With the vote on the draft report on the Energy Infrastructure Package by the ITRE Committee taking place on 31st May, panellists will also discuss how the proposed €1bn of infrastructure funds could be used to encourage CCS technological development.

Can private and public finances operate effectively together in such a climate and how can companies reduce their risk exposure when making future investment decisions today, particularly at this scale?

Session 2: Implementing the CO2 geological storage directive, achieving legal certainty and reaching safety and public acceptance

On 25th June 2011, 12 of the 27 Member States of the European Union met the deadline to transpose the law governing storage of carbon dioxide underground into their national legislation. Directive 2009/31/ provides guidance for the safe and permanent storage of CO2 underground in Europe and this session will discuss key issues and barriers related to the implementation of the Directive.

Do current frameworks provide legal certainty in relation to carbon ownership and financial liabilities? What new initiatives are being undertaken on the public acceptance front and could more be done at governmental level?

Session 3: Post-demonstration and future applications for CCS

The European Commission's Energy Roadmap 2050 states that “For all fossil fuels, Carbon Capture and Storage will have to be applied from around 2030 onwards in the power sector in order to reach the decarbonisation targets”.

It continues...“If Carbon Capture and Storage (CCS) is available and applied at large scale, gas may become a low-carbon technology, but without CCS, the long term role of gas may be limited to a flexible back-up and balancing capacity where renewable energy supplies are variable.”

With CCS seemingly inextricably linked both to the development of gas in Europe and to the broader decarbonisation targets, this final session will focus on the rollout of CCS post demonstration and analyse future applications.
